Eligibility for 189/190 Visa for Qualified Accountant

Good Day! I have three simple questions.
(1) I just want to know if I am eligible to apply for a permanent visa under skilled migration 189/190, while holding a student visa.
(2) I would also like to know if there's a better chance of getting an invitation if I apply under Management Accountant or Taxation Accountant than applying as a General Accountant.
(3) As I am applying as an accountant, is it recommendable to still apply if I have below 70 points?
Currently, as I have calculated my points (as explained below), I may have 60 points, and 65 (+5) with state nomination.
My details:
- 20 y/o from Philippines
- Finished a Bachelor of Science in Business Management (assessed as comparable to an Australian Bachelor Degree by CPA)
- Currently holding Student (Subclass 573) Visa for Master of Commerce (currently on my 1st semester at USYD)
- Got a migration assessment from CPA Australia
*I will be completing one foundational exam for accounting and another English exam to get superior English
Points: Age = 25, English Language = 20 (will work for this), Qualification = 15, Total = 60

Answers to your questions is as follows:
(1) I just want to know if I am eligible to apply for a permanent visa under skilled migration 189/190, while holding a student visa.

Yes, a person can lodge Subclass 189/190 Visa while in Australia on a Student Visa even when you have not finished your Australian Studies, as long as you can get Positive Skills Assessment in one of the Nominated Occupation and if you get an Invitation to apply through Skill Select.
(2) I would also like to know if there's a better chance of getting an invitation if I apply under Management Accountant or Taxation Accountant than applying as a General Accountant.

It will not make any difference under Subclass 189 because all the above three occupation are under same UNIT GROUP that is: 2211 ACCOUNTANTS
Because the quota is not for each occupation but for same Unit Group i.e. for the first four digits of the ANZSCO Code.

(3) As I am applying as an accountant, is it recommendable to still apply if I have below 70 points?

As long as you make minimum 60 points you are eligible to lodge EOI and there is no harm because it does not cost anything to lodge and EOI under subclass 189. However based on current trends chances of getting and immediate invitation are very less. However no one can predict the quota and number of people lodging EOI in the future as points may come down in the future.
However I strongly recommend that you should consider lodging and EOI for 190 as well in case your occupation is in demand in one of the states and you meet the state nomination requirements for that state.

Although based on the attachment it seems you meet the qualification requirement as your Degree is comparable to and Australian Degree, however you do not the minimum competency areas for getting a positive skills assessment.
